Trolley Art Installation Honors Montavilla Roots and Draws Visitors to Present-day Community

On November 12th, crews completed the installation of a roughly 5-by-10-foot art display within the Montavilla Street Plaza at SE 79th Avenue and Stark Street. The artistic representation of a historic streetcar is part of a grant-funded program titled “Meet Me in Montavilla,” with a focus on celebrating the town-turned-Portland-neighborhood’s diverse history while attracting present-day Portlanders to its vibrant community. A December 3rd ribbon-cutting ceremony will officially introduce the outdoor art exhibit to the public, but it is now open to visitors at the center of Montavilla’s historic main street.

The Montavilla East Tabor Business Association (METBA) developed the interactive art and history project with a $50,000 Major Impact Grant from Venture Portland. METBA President Neil Mattson explained that the Meet Me in Montavilla District Activation Project idea originated from board member Becca Clover’s work at a board retreat, seeding the idea for a successful grant application in 2024. The awarded funds originate from American Rescue Plan Act (ARPA) allocations directed by Prosper Portland and the Portland City Council. Mattson said that the Meet Me in Montavilla project will complete its first phase with the launch of the Plaza art installation and subsequent launch of the meetmeinmontavilla.com website.

The art installation features a historically inspired streetcar profile produced by High Order fabricators, incorporating optical elements to create a three-dimensional perspective from its relatively flat representation. Yaqui-Mexican-American artist Marilyn Shawe led the project’s art direction and designed the trolley with cutout windows, allowing inclined visitors to pose for pictures “inside” the streetcar. Local historian and Montavilla News contributor, Patricia Sanders, assisted with the streetcar’s color accuracy and researched information for the piece. Its scale and interactive elements encourage youthful play around the artwork, while the backside of the piece offers information on the trolley line’s influence in shaping Montavilla. “The trolley was one of five primary themes of significance to our community,” said Mattson. The transit availability in this remote area allowed the town to grow from a community outside the Portland City limits into a prosperous neighborhood that officials quickly annexed in the early 1900s. “The trolley became symbolic of the community,” said Mattson. Although the project will have other phases of work across the neighborhood, he explained that the Meet Me in Montavilla project team decided to focus early work at the SE 79th Avenue Plaza because it has become the current center point of the community in Montavilla and is just one block from where the original streetcar spur line terminated on 80th Avenue.

Local lumber company Mr. Plywood donated the weather-resistant building materials for the trolley installation, and the Portland Bureau of Transportation (PBOT) contributed to the project, which resides within one of the bureau’s 20 Public Street Plazas. Mattson explained that PBOT’s partnership was helpful because the installation resides within a public street’s parking lane that is currently part of the car-free plaza space, but still needs to adhere to City policy. “It is physically bolted to the street, which requires a certain amount of engineering, approval, permitting, and insurance,” said Mattson. He also noted that METBA can remove the trolley and store it if needed. It was essential for the team to preserve these community investments, allowing for relocation if the plaza were to reopen to vehicle traffic.

Similar to the trolley installation, team members will design the other Meet Me in Montavilla project elements with a sense of permanence and strong historical ties. Future installations in Phase Two will highlight other themes that significantly shaped the area. They include contributions by Japanese American berry farmers, Montavilla’s Black community, and Dehen Knitting Mills. Public installations around those formative community elements, along with others, will roll out in 2026.

For 14 months, the Meet Me in Montavilla project team of Rebecca Clover, Brenda Dunn, Leah Kohlenberg, Neil Mattson, Patricia Sanders, and artist Marilyn Shawe, collaborated with contractors to bring the neighborhood’s newest public art to the streets, allowing everyone to enjoy and learn from it. People are free to stop by anytime to take their own pictures with the Montavilla Trolley, now on display in the Street Plaza at SE 79th Avenue and Stark Street.

Update November 20, 2025: The art installation’s ribbon cutting ceremony in the plaza will take place on on Wednesday, December 3rd at 3:30 p.m. Attendees can meet the artists and team members responsible for the artistic streetcar representing Montavilla’s first trolley line dating back to 1891.

Oak Street Village Shelter Opens

On February 19th, representatives from Multnomah County, the City of Portland, and Montavilla community leaders joined the Oak Street Village shelter operators at 333 SE 82nd Avenue for a ribbon-cutting ceremony. This event officially opened the temporary shelter site that can house up to 40 adults in 29 sleeping pods with 33 parking spots so residents can store their personal vehicles. This opening follows years of delays while the Joint Office of Homeless Services, now transitioning its name to the Multnomah County Homeless Services Department (HSD), worked through its community outreach efforts to sufficiently include area residents and business owners in a Good Neighbor Agreement (GNA).

Before invited guests help cut the ribbon, marking Oak Street Village‘s launch, they addressed the gathered crowd of neighborhood visitors and TV news crews. Montavilla East Tabor Business Association president Neil Mattson and Montavilla Neighborhood Association president Laura Mulligan both expressed their appreciation for the efforts undertaken to develop a GNA that should mitigate many concerns Montavilla residents and business people expressed in the several community meetings held ahead of opening this shelter site. They also voiced their appreciation for the support of Multnomah County Commissioner Julia Brim-Edwards, who helped align the site’s construction schedule with the community outreach and GNA work. When addressing the crowd, Commissioner Brim-Edwards remarked on the success of the community engagement’s outcome.

Multnomah County Commission Chair Jessica Vega Pederson joined Commissioner Brim-Edwards in stressing the importance of shelters like Oak Street Village in addressing homelessness. The County’s efforts to address the housing crisis include layers of support that attempt to prevent people from losing their housing and transition people off the street through various shelter formats. This unique village configuration allows those living in cars to move into more suitable shelters with electricity, heating, and cooling. The Pallet shelter branded sleeping pods have locking doors and an integrated bed. Oak Street Village also offers residents trash services, showers, restrooms, laundry facilities, and a communal kitchenette in shipping container-style units surrounding the site. Similar shelters offer the same amenities, but this location allows people to keep their vehicles, which may be their most valuable possessions. Giving up a personal car can remove one’s ability to find employment or travel to places to receive services. Oak Street Village’s configuration may better support certain people’s transition back to regular housing and jobs by not requiring them to give up their vehicles before receiving help.

Portland Mayor Keith Wilson celebrated this shelter’s opening and thanked the Montavilla Neighborhood for its support. His fondness for the community predates his elected position. While running for office, he helped open the PDX Saints Love Day Services Center across the street from Oak Street Village. Both locations complement the Mayor’s plan to end unsheltered homelessness in the city. He also thanked the former Montavilla Neighborhood Association president, Spencer Knowles, for his work bringing the neighbors into the GNA process for both facilities. Knowles stepped down from the board to take a position on Portland City Councilor Steve Novick’s staff. Knowles and Councilor Novick attended Oak Street Village’s opening ceremony along with Portland City Council Vice President Tiffany Koyama Lane.

Pastor Dwight Minnieweather leads this shelter’s service provider, Straightway Services. His remarks focused on the importance of encouraging people to see their self-worth. He shared his story of addiction recovery from decades ago and how it was the words of one person who set his life back on track. He intends to offer the same supporting guidance to as many people as possible coming through his shelter. His organization recently rented office space across SE 82nd Avenue from the county-owned shelter site, and he intends to make roots in the community. HSD Director Dan Field spoke about his appreciation for Pastor Minnieweather’s commitment to his work and acknowledged that as a black man, Minnieweather faced heightened expectations. Field also talked about the challenges of creating shelters like Oak Street Village while being good stewards of public funds, and he thanked all those public employees involved for their dedication to delivering this project.

Residents and staff will soon begin moving into the Oak Street Village. Outreach specialists invite people to become residents, prioritizing people living in a vehicle, excluding recreation vehicles or motor homes. Straightway Services will focus on serving people in the Montavilla area first before inviting others from around Portland, ensuring the shelters keep people in their chosen communities and reduce unsheltered homelessness around the Village site. People should anticipate seeing activity at 333 SE 82nd Avenue within the coming weeks as people slowly take residence at Oak Street Village.

Vino Veritas Finds New Owners

Vino Veritas changed ownership this week, moving from one group of dedicated wine specialists to an equally knowledgeable and passionate partnership of family and friends. The three new owners intend to build on the successes of this renowned Portland wine bar and bottle shop at 7835 SE Stark Street with subtle enhancements and expanded offerings.

Vino Veritas opened in April 2017 to a receptive customer base, winning the Willamette Week Reader’s Choice award for Best Portland Wine Bar in 2018. The shop continued to win accolades through 2022, becoming a fixture for wine enthusiasts in the region. Dana Cofer left the group of original owners in 2020. The remaining partners, Sami Khawaja, Trevor Gorham, Manuel Mederle, and Neil Mattson, continued building Vino Veritas through the pandemic, maintaining high standards in a challenging environment. After six and a half years embedded in the community, the ownership group had to make the difficult decision to find new leadership for the bar. Manuel Mederle has decided to return to his roots in northern Italy to be among family and friends. Trevor Gorham also feels it is time to move on from Vino Veritas with the perspective that it is “good for a business to have a fresh pair of eyes and new ideas.” On September 22nd, the owners finalized the sale and began gracefully bringing the new owners into the business.

Friends Andrew King, Nick Ferreira, and Cristiano Ferreira knew they wanted to start a wine bar together. Instead of opening one from scratch, they searched for an existing business with an established reputation they could use as a foundation for their aspirations. After reviewing several options, they were ecstatic to find Vino Veritas. Nick Ferreira has worked as a sommelier for the last decade and knows the bar well. Unlike other options, this space was close to what they wanted to build.

The new owners are looking to expand on Vino Veritas’ existing brand while maintaining what people already love. “I think they’ve laid a lot of the groundwork for things that we would want to do with a wine shop. For us, it’s really just expanding a little bit on the legacy. We’ve talked about expanding the by-the-glass selection and bringing in more food options,” explained King. Nick Ferreira has worked in places that offer 600 by-the-glass options and found that to be an invaluable tool in exploring a customer’s tastes. Although Vino Veritas will not have that level of selection, they do hope to offer customers an experience that covers wine’s flavorful variations across the world. Expanding the food menu will take more time and some kitchen upgrades. They will develop that part of the business after they have time to settle into operations and see what type of food service is possible.

Wine education is a large component of what they want to offer patrons at Vino Veritas. Nick Ferreira is working towards becoming a Master Sommelier. When he passes his fourth and final test, Ferreira will join a group of 273 professionals worldwide and become Portland’s only title holder. Currently, he is one of four advanced sommeliers in the area. Andrew King met Ferreira through work and became good friends. Kings’ relationship with wine came later in life compared to Ferreira. “It started out as a hobby that I discovered during the pandemic and just quickly grew into a full-on second career for me,” said King.

All the new owners intend to work at Vino Veritas. Nick Ferreira will be in the shop the most, acting as the buyer, bartender, and wine expert. King will split his time between this new venture and his existing job. Nick Ferreira’s brother, Cristiano, is the third owner. He works full-time at Meta, keeping him out of the bar during the week. However, the friends expect to be at the shop constantly. “We picked a spot like this because it’s where we want to spend all our time. That was a big thing for us, making sure that we continue the owner-operator model. My favorite businesses to go to are the ones where the people building the business are actually inside the business,” said King. This type of work is a calling for Nick Ferreira, and he knows he will become a fixture in the place. “I love selling wine; it’s my favorite thing,” said Ferreira. “I could pass it off eventually when we find somebody to help out, but I don’t see a situation where we’re not going to be behind the bar.”

As passionate as they are about wine, they know it is vital to remain a place where people can casually drink and listen to music after a long day. “We also want to be a great place to take a date,” remarked Ferreira. People interested in meeting the new owners can visit any day between 4 and 10 p.m. Jazz fans will continue to enjoy music programming supervised by Montavilla Jazz Executive Director Neil Mattson. The departing owners are proud to have created a meaningful space for a community that has supported them for many years. They look forward to seeing how Vino Veritas will continue that legacy under new stewardship.

PBOT Extends On-Street Seating and Public Plazas

At a press conference Monday, the Portland Bureau of Transportation (PBOT) announced plans to extend two pandemic relief programs and work to make them permanent. PBOT Director Chris Warner joined Transportation Commissioner Jo Ann Hardesty to highlight the successes of the Healthy Businesses permits and Portland Public Street Plazas program. The free Healthy Businesses permits will extend through August 31st and then require businesses to pay a fee for parking space seating.

At this week’s event, Neil Mattson spoke about Montavilla’s successful Street Plaza and how both programs supported the neighborhood during difficult times. As president of the Montavilla/East Tabor Business Association, Mattson led the development of the community plaza on SE 79th Avenue. PBOT staff recognized this public gathering space as one of the program’s success stories and welcomed its return this season. Mattson confirmed the plaza’s restorative influence on the area. “It really showed that when we take back the street and we use it as a place for coming together, that it does build community.”

Mattson further explained the essential service provided to the community through PBOT’s free permits for parking lane dining areas. “In Montavilla, we have 24 businesses currently offering outdoor seating. If we hadn’t had the ability to have the Healthy Businesses permits, those businesses, I’m pretty confident [they] would all be gone today.” The success of these fresh-air extensions of restaurants and bars is evident through how they transformed over time. What began as roped-off parking spaces soon grew into three-sided sheds dotting curbs throughout the neighborhood.

When PBOT first rolled out the program, they envisioned umbrellas and tents, not wood structures with corrugated roofs. The sturdy construction that indicates success could conflict with the Healthy Businesses program’s transition into a permanent City amenity. Starting September 1st, all permit holders will need to renew their permits for the program. The renewal process will include a compliance review that will likely require modifications to what businesses have constructed over the last two years.

Dylan Rivera, PBOT’s Public Information Officer, explained how businesses might need to adjust as the Healthy Businesses program matures. “There are people out there, businesses who put tables in the street without even coming to us for a permit, even though the Permit was free,” said Rivera. For those establishments, compliance will start with a permit application and reworking their space within the guidelines.

Other business owners have permits but obstructed the public right-of-way or constructed outdoor seating beyond what is allowed. PBOT has concerns that pedestrians and wheelchairs can not navigate the sidewalk through some seating configurations. Corrections will mostly center on maintaining the required six feet of sidewalk clearance. The more challenging conflicts will arise from overbuilt outdoor seating. “There are people out of compliance right now, and we need to have a conversation with them,” said Rivera.

PBOT will have conversations with permit holders throughout the spring and continue into the summer. The goal is to contain outdoor seating in temporary movable structures. “This summer, we’re hoping to start talking about what are some sensible guidelines to help with vision clearance, especially close to crosswalks and intersections, and what does temporary look like?” Said Rivera. “There’ll be lots of conversations and then warnings.”  

PBOT’s primary concern is for the preservation of safety and to maintain access to public spaces. Much of Portland’s infrastructure runs above the sidewalk or below the street, and utility workers need access along the road within a few days’ notice. Healthy Businesses seating areas must be able to move out of the way within that timeframe. PBOT is taking a soft approach to this transition. As the year moves closer to September, PBOT staff will speak to Healthy Businesses permit holders and provide guidance for the new rules. Dylan Rivera assures business owners that they are not pursuing imidate changes.

Although PBOT intends to make both programs permanent, the continuation of Healthy Businesses permits and the Street Plazas Program are contingent on funding from the Portland City Council. The long-term success of these community-strengthening initiatives is dependent on their inclusion in the City’s 2022-23 budget. Commissioner Hardesty encouraged Portlanders to voice their support for these PBOT programs to her fellow City Council members. Over the next six months, look for the return of Street Plazas and subtle changes to outdoor seating as businesses prepare for compliance requirements.
